Why do I get billed for landfill even if my water is shut off, or if I do not have water service to my house/building?

The North Central Iowa Regional Solid Waste Agency assesses the City of Humboldt a landfill assessment for each residence/building in Humboldt, regardless of water connection. This assessment is being passed on to each residence and business within the City limits.
